When does a Spresense LTE expansion board consume 1.2A maximum power?

The official website contains the following specifications for the spread LTE board:

2.2.6.2. When using the Spresense LTE expansion board

However, LTE modules installed on this board may consume up to 1.2A of current. For reliable operation, connect the power supply to the main board and LTE expansion board so that the total current available from micro USB is about 1.5A.

It says that LTE modules can consume up to 1.2A of current.
Even when evaluating, it is up to 80mA, and I cannot confirm the 1.2A consumption.
When will this happen?

You have to think the other way around this standard story.
The manufacturer stipulates that the upper limit of current consumption for the module is 1.2A.
The manufacturer guarantees that if only 1.2A can be supplied, it will not be insufficient.

It is useless to think about the situation when consuming 1.2A.
Maybe that's impossible.

That's what standard values are all about
