How to Upload Local Files to Google Apps Script

Is there a way to upload a locally placed text file instead of updating a file called xxxx.gs in Google Apps Script that you can edit on Google SpreadSheet etc.?

Please let me know if you know.

I'm not sure if it's the right procedure, but I'm going to edit a new script and click
Local files. Drag and drop onto the browser screen to insert the contents of the file.
