"Please log in" when starting colaboratory and do not proceed from there

It's my first time using it, thank you.

This is from the G-suite for education account.

I have registered Google collaboration as an authorization application from the management console.
念 Just in case, we have added the application collaboration to the G-suite market and the management console device → Chrome management → app and extension function.

The Application→ G-suite Core→ google drive→ feature and Application→ drive SDK are turned on in the management console.

Next, we added the collaboration to the Google drive of the G-suite account (students and teachers).
Whitelisted so the installation is successful.

Maybe there are not enough steps so far, but when I try to create a new colaboratory file on Google Drive, I say, "You need to log in to Google. You must be logged in to your google account to continue," and the only button is "OK" and you will not be able to create the file.If you press OK, you will be redirected and you will still be prompted to log in.This is repeated.

Incidentally, the management console specifies colab.research.google.comcolab.research.google.com を as the proxy exclusion setting.

Both Firefox and Chrome failed.

What's strange is that if you log in with your personal gmail account on the same device and try the same collaboration, you will normally go to the program input screen.I think it's a management console setting, but I couldn't think about what to change, so I asked you a question.

Thank you for your cooperation.

I had the same problem, but I was able to solve it.
Log in with the G Suite for education administrator account, access google admin, and launch the administration console. From the Administration Console home page, go to Apps and then Other Google Services.
Click Change in the message at the top of the page.
You can now use it by turning on access to the Google service there.
