We are trying to create and publish apps that are only available to certain companies and their distributors.
At startup, the agreement screen is displayed, and then the login screen is displayed, and this function can be used after successful login.
The id, password for login is a form that we inform the company we use in advance, and there is no function to issue an account within the app.

I applied to Apple Store Connect for publication, but it was rejected for the following reasons:

Registering the guidelines 3.2, we continue to find that your app was
designed for a specific business organization, including it
partners, clients or employees, and not for general distribution on

use by a wide variety of external customers around the world.As this
app is not extended for general distribution, it cannot be made

It says that it cannot be published in the App Store unless it is a limited release to a specific user, but in fact, there are apps available only to specific users, customers, and companies, such as some of the apps listed below.

• Insurance Premium Calculations

  This app is for employees of NENU Life Insurance Co., Ltd. only.Only employees can use it.

• Insurance Manufacturing Application

  This application is for customers of insurance manufacturing.

I have considered distributing it in the in-house and Apple business manager, but I am thinking of publishing it in the Apple Store because it is distributed by multiple corporations and the number of people to be distributed is large.

The above application seems to have been reviewed, so it should be possible to publish it in this situation.
Does anyone have permission to publish it in a similar situation or know how to deal with it?
