Why do Combines need iOS 13 or higher?

RxSwift should have done something similar, so if it depends on the Swift version (in the image of incorporating new language features and internal libraries), what features of iOS 13 do they rely on?

Combine

As it says Combine is provided in Framework and the framework is built in standard from each OS version on the right side of the page.
