About garbled characters in file transfers

I transferred the file from Windows 10 to Ubuntu on VirtualBox with scp command.
Then the Japanese in the file will be garbled on Ubuntu.
I would like to know the reason and countermeasures.Please let me know.

It seems that the character code was wrong.
The uploaded Ubuntu side converted the character code with the command.
