Development of chrome extensions

Would it be possible to create a chrome extension that allows you to upload a video that you upload to YouTube to the site A (the site you own)?

I can't save it in Youtube format (it can't be played even if it's done), so I think I need to encode it.
Of course, it's possible to do it or not, but I don't think it's easy to make.
(It's not a link embedded, it's an upload, right?)

Wouldn't YouTube-dl be better than Chrome extension?
