I'm trying to install Ubuntu on Raspberry Pi3, but I can boot up my monitor, mouse, and keyboard, but if I try to connect using ssh to remotely control my laptop, I can't connect. After booting through a monitor, mouse, and keyboard, if you use the same Wi-Fi on Raspberry Wi-Fi and laptop, you can access it, but you can't access it from different Wi-Fi?

Depending on what network environment the Raspberry Pi and the laptop are in, they may or may not be connected. If you use the same Wi-Fi, you will be able to connect because you are in the same internal network.
Refer to link1 or link2 to set up your Raspberry Fisch connection, or if not, consider what kind of environment your Raspberry Fisch or laptop is in.
For example, block external to internal ssh connections, or vice versa, internal to external ssh I understand that there are cases where the connection is blocked. Our school also had an experience of not being able to work because it blocked AWS EC2 ssh access from a desktop PC.
