While studying Java, I am learning by reading Doit Android programming books. It's so boring to just look at the first page, so I'm thinking about a simple project and trying to find and study whenever I have the necessary functions, but it's not as easy as I thought.
How can I learn android effectively?

Do it! I'm glad that I have a book called Android App Programming. It may be difficult to read the book until the end, but if you are in the beginning of studying Android, I recommend you read it step by step and follow the examples.
As you said, it is also a good idea to refer to the necessary parts while making the app. If you have some experience in programming, I recommend the latter. If not, I think it would be good to have time to get to know basic concepts through books.
Or I think it would be an effective way to find a video course as below while reading a book.
