I'm just a beginner learning how to make Android apps. I want to make an image bulletin board app.

My level right now is to watch the Android studio course I'm learning how to use various components and basic Java.

The app and web that I want to create are

What I'm curious about is I wonder if I need to code the admin web page in item 1, or if there is a Tutu or website that provides that kind of format.

Item 3 shows how to retrieve text and photos from the administrator page to the app.

I'm just learning, so I don't know much, so the question is not clear. I'd appreciate it if you could give me a little help.
