Android, is this a snack bar?

Is it the snack bar that says "New note has been created" in the picture above?

When the app is not running, I would like to display the snack bar as above

I can't find the snack bar Like the picture above, toast pops up.

The snack bar pops up well while the app is running...

But is the snack bar on top? Some people say it's a transparent activity

It appears and disappears like a snack bar

Does anyone know? Thank you^{^}
