Problems with Korean strings with PHP shell_exec

Hello, I had a problem while making it because I thought it would be faster to learn while developing Python for the first time.

As the image code below php, shell_exec delivers two factor values to Python.

The code that sends text and country code.

If you run it directly on Python, I checked the operation.

However, if languages other than English are delivered from php to python, or if you try to input them, the web does not print any value.

If you pass the value to Python below with the same code as above, We've confirmed that both factors are received.

I think this is a php problem, but I think the opinions of experts using python will be more helpful, so I'm posting a question.
