Eclipse Tomcat Setup Problems

I tried to build a server by installing Tomcat and connecting it to Eclipse. But no matter how much I searched on the Internet for a solution, I couldn't do it with the Eclipse that was on my computer.

I've definitely set all the environmental variables, and Eclipse is almost the latest version in September 2019, but I couldn't find any setting called server in the setting item. I would appreciate it if you could tell me the cause or how to set it up.
