Can the hover effect applied to each overlapping element be applied to both?

We don't know which elements are overlapping between and

in the UI now, not two specific elements
If you can control the element located in above of the overlapping elements
if there has the applied effect you hover in two elements folded over
.
As well as the hover effect of the elements located above.
Is there a way to make sure that the hover values applied to both overlapping elements are applied?

css alone is not enough. I don't want to recommend it because the code gets dirty and the scalability is really low, but it's possible using JavaScript.
