About the efficiency of the external file link server connection / cdn connection method

I have a question while developing the web.

As above, when linking external files such as js files or css files, I wonder whether you prefer downloading and connecting files to the server or connecting them to cdn files on cdnjs or official sites.

What are the advantages/disadvantages of the reason you answered in number 1?

I don't know which one I prefer, but... I'm uploading it because there's a simple article to look at. Number 1 is a translated text, and number 2 is an original text, so it's English. And since neither of them is up-to-date, there might be changed information.
