Android Studio Gradle sync Error

I'm going to develop an app using augmented reality vuforia API

I'm going to use the vuforia api.

I tried to download the sample and open it in Android studio and run it once.

I see this error.

Could you tell me what kind of error it is?

I am using Android Studio version 2.3.

Check if the same phenomenon occurs when you click the link in the Re: download dependencies and sync project(requires network) part of the screen shot you uploaded. (Before clicking the link, it is also necessary to check whether the network is working.)
