I'm working on a part that uses contact form while making a personal page. It's a simple minimal page without a login function, and I'm going to put the submitted form in the DB, but I'm going to make a list of the contents I received and spray it on another URL. I'm trying to make that part only visible to me. But I'm not sure if this is an efficient method, so I'm asking you a question. How should I make it?

As you said, it's the strong bulletin board. Only managers can view the list and read the contents and a bulletin board that can only be written with the authority below (including non-members). If you make a bulletin board with XE or Gnuboard and set the authority like that, the inquiry form you are talking about will be easy to implement.
If you just think of it as a "contact form", it is also a way to connect one SMTP and send the contents of the form directly to the questioner's email.
