Deploy Chrome Extensions

Hello. I made a simple chrome-extension. I want to share it with you, so I want to upload it on the web store, but https://chrome.google.com/webstore/ seems to have no way, so I'm posting a question to get help.

I saw a post saying that I need to register for a developer and also for a fee, but I couldn't find a Korean document. Could you tell me the order in which to deploy the extension?
