Unable to link mysql from long storage to pipenv

I'm using a window.

In the storeroom

pipenv install mysqlclient

The error "Could not find a version that matches default-libmysqlclient-dev" appears.

I searched and found that, "pip install "mysqlclient-1.3.13-cp35-cp35m-win_amd64.whl" and the tried: pip install mysqlclient.

Where can I download that document?
