How can I create web documentation pages like Visual Studio Code and MSDN?

We would like to create web-viewable documents such as Visual Studio Code and MSDN.
I looked it up on the Internet and found out that there are Sphinx, Github Pages, etc. using Python. What are the other ways to make them?
Looks like Visual Studio Code,
A table on the left, a link on the right, or a search bar is recommended.

I am creating a document for my own application in Microsoft Word, but I would like to migrate because of the large number of pages and the inconvenience.

I would appreciate it if you could let me know.
