Code review is not available in Visual Studio

You are connected to a collection of projects configured on the on-premise Azure DevOps Server 2019 with Visual Studio 2015.

I was going to follow the steps in the link below to request a code review, but the following message appears and I cannot request it.

This feature will not be available until the Team Foundation administrator enables it for this team project.

Repos uses TFVC instead of Git.
From the text of the message that appears, when I upgraded from TFS to DevOps, I read that the code review feature was not enabled from the "something" setting, but I don't know how to set it up.
