Open the link provided in the Download URL and download the ZIP file.
It says, but which link is it?
First of all, curl cannot be used in my environment on the command line, so I was able to download a zip file of a certain size on wget with the following download.
$wgethttps://developer.sony.com/file/download/spresense-binaries-vX.Y.Z.zip
The downloaded file does not appear to be a zip compressed file as shown below.
Please tell me how to download the file.

The file name "spresense-binaries-vX.Y.Z.zip" in the manual is from provisional, so even if you download it as it is, it will probably be (Page Not Found) HIt should be a TML file.
(Try file spresense-binaries-vX.Y.Z.zip)
Actually, you need to check the URL that appears when you run batch files such as config.py or flash.sh.
If the appropriate version of the bootloader is not installed, the following warning appears when you run the tools/config.py and tools/flash.sh tools below under the spresense/sdk directory:
