About Deployment as a Web Application

Now that I've solved myself, I'll leave it for those who fail at the same place.
Apparently, Deployment as a Web Application… is something only the owner of the target document can do.It was resolved when the owner's authority was transferred.
I would like you to send me some kind of error message.
