Ubuntu on wsl (windows subsystem for linux) Does Not Start When the Net Is Not Connected

I have used Ubuntu 16.04 on wsl(wsl1) without any problems, but suddenly
After booting, the terminal opens for a second and then terminates immediately.

The following error message was displayed when booting from powershell:

wsl
Remote procedure call failed.

At this time, if you boot while connected to the network, it will boot normally, but the network will be
Booting while disconnected will force termination.
if the former boots successfully. Ping and remote ssh to linux server are still available.

The same was true when I uninstalled Ubuntu 16.04 and installed Ubuntu 18.04.
No other distribution is installed (legacy BoW has also been uninstalled).
Rebooting and signing out repeatedly, troubleshooting and resetting the Windows Store app, and "sfc/scannow" did not resolve the issue.
service remote desktop services, remote desktop usermode port director,
Setting the remote desktop configuration to autostart did not resolve the issue.
I am using windows defender instead of 3rd party anti-virus software.
I did a virus scan on windows defender, but no abnormalities were detected.
The operating system is Windows 10 home insider preview build 18970.

It's solved.
It seems to be due to an attempt to retrieve DNS information while offline and a failure.
By providing DNS for your local use according to the information below,
I was able to start wsl offline.
