I don't really understand the Arduino switch schematic.

Here's a schematic diagram of this page, and I know the circuit around the button, but what is the red and black jumpwire that extends to the right end of the breadboard?It works as a circuit without it.

Isn't it just a template for the power supply and ground?
When I added the circuit in the future, I took the power from the upper side because the wiring was cleaner, but it was a float and the power was not turned off. I think this is to prevent a simple mistake.
