A similar question is on the IBM site and the URL of the published endpoint is answered.
Or ping the host gateway.watsonplatform.net at the appropriate URL.

Static IP address when we call Watson API

Iguess you are looking for the IP address for the service.Web DNS
will resolve the endpoint, which for example for the language
translator service is
https://gateway.watsonplatform.net/language-translator/api.
