I am using flocss, but
Similar to the site-specific css (margin, padding, width, color) OOCSS structure?
and

FLOCSS page also contains
Categorize reusable patterns into Component, Project for project-specific ones, and other useful styles into Utility.

It's best to decide by yourself or your project team so that you can manage it.
If you get lost, why don't you register it as a project, and if you think it's a pattern that appears repeatedly, why don't you register it as a component one by one?

If you start using it with the intention of nurturing Component, you will soon feel better.
