GoogleAppsScript cannot be placed as an admin in a spreadsheet

[Current situation]
If you select GoogleAppsScript as Published -- > Place as Admin -- > Update Webstore Item Draft, you will also receive an error.
It should be set up as shown in the attachment.An error similar to the attached image appears.

[Thinkable cause]
I changed the owner the other day, so I think it has some effect.It was done when the previous owner did it, but if you make me the owner, there is an error.
