Can I create a widget app with monaca?

I wanted to create a clock app and run it on my desktop, but I didn't know how to create a widget app.
Is it possible to make it with monoca?
If possible, could you tell me how to do it?

I think you can do it if you create your own Cordova plug-in or get something open-source.

However, in the case of monaca, I remember that there was a charge for using the self-made plug-in.
