Information About Installing Rule Designer

Thank you for your help.I would like to try the operation of ODM on IBM's BLuemix.
I tried to install Rule Designer as a first step, but
Eclipse update site location does not exist in the documentation and
I have a tonnage.Please let me know if anyone knows the correct installation instructions.

Certainly, the Japanese version of the document does not include the URL.
The English version of the document contains the following URL, so please try it.
