Ubuntu Cannot Start in WSL2 Environment

After starting Ubuntu in Windows 10, I got an error message WslRegisterDistribution failed with error:0x800701bc, so I downloaded the Linux kernel update package, but it didn't work. Please tell me what to do.

I don't know if it will be a fundamental solution, but updating to Windows 11 will facilitate setup from WSL2 to Docker environment deployment.
