Machine Learning Features in Bluemix's Watson Service

Is there any service related to Watson on Bluemix that allows you to do machine learning itself?I checked the document, but many of them only mentioned the contents of the service and how to use the API, and there seemed to be no description of how to actually make the machine learn.

For example, is it possible to have Visual Recognition do machine learning to recognize a particular person's image?
