Characters get garbled when using SSH and tar-compressed WordPress directory containing Japanese name files in Sakura server

If you decompress the WordPress directory containing the Japanese name files in the Sakura Server (FreeBSD) with SSH, FTP transfer to the X server, and extract them, only the Japanese name files will be garbled.

I don't know what I'm using to extract it, but
First of all,
Does the compressed server have garbled characters when I deploy it?
I don't think it's going to change.

Did you unzip to Windows?
If so, the thawing software is not supported or
I think it's the setting when unzipping.

When compressed, it is utf8 and the destination is SJIS.

Worst of all, I think it would be better to bring the directory by FTP without compressing it.
