matlab,ncdisp does not work

I'm a beginner at matlab, and I use ncdisp to analyze external data.
Once, I set proxy to the environment variable like Windows, and when I opened it today for the first time in a while, I got an error even when I read it, so I don't know.
Is this because it's not university wifi? I'm connecting to university wifi via VPN from home...

It only comes out.
When I was in college, it worked normally, but why?I don't know the cause at all.
