Atom cannot be set to default program in Windows 10

Operating System Used: Windows 10

I wanted to open the php file in Atom, so when I right-click and select Atom under Open from Program → Select another program → Always use this app to open .php file, the selected php file is opened in Atom, but it is not set to the default program and no file icon is selected.
You cannot select Atom.exe as C:\Users\User\AppData\Local\atom.exe, C:\Users\User\AppData\Local\atom.cmd, or C:\Users\User\AppData\Local\atom\app-1.32.0\atom.exe.
Uninstalling and reinstalling from the control panel does not work.
Also, not only php, but also txt or css is not allowed.
It is associated with VS Code and Brackets, so I think it is a problem with Atom...

Do you have any idea?

Note: Sublime Text could not also be associated.

I don't know if it's related, but I'll share it with you.

(The association may fail due to bugs in Windows Update released on October 9, 2018.A solution is expected to be provided in late November 2018.

If Atom starts from right-click to Open instead of Open from Program, I think Atom is set to the default program (if you select Open without specifying a program, the default program will start)

The reason why the icon is not displayed correctly may be because the icon cache is broken.

The [Win10] icon cache reconstruction page describes how to rebuild the icon cache, so please try it.
(Rebooting to Safe Mode and then rebooting normally will rebuild the icon cache.)
