How to configure comment permission for youtube data apiv3

Hello.

I am updating the video using version 3 of YouTube data api.
The video comment permission setting was v2, but I can't find it in v3.
I referred to the following page.

Does anyone know how to set it up?

Currently, it is not possible to allow or deny comments via the API.The following Issue Tracker addresses this issue, but it has not been addressed as of February 2016.
