Can GoogleCloudMessage be used for new projects?

Select GoogleCloudMessaging in GoogleCloudPlatform API manager
"I am going to go to ""Firebase Cloud Messaging"" and let them use it."
The description page in monaca is still from the GCM era, and I would like to enable the API in that GCM.
Is it no longer usable?

New applications should start with Firebase Cloud Messaging (FCM) and recommend migration to existing users.

If you are integrating messaging in a new app, start with FCM.
GCM users are strongly recommended to upgrade to FCM, in order to benefit from new FCM features today and in the future.

Based on this writing method, I don't think I can start using GCM again.
