How to Obtain the Microsoft Azure Cloud Services Configuration File

I wanted to set up a fixed IP (reserved IP) for Microsoft Azure cloud services.
I got information that static IP can be configured by specifying a reserved IP in the service configuration file.

If the service being used is a "virtual machine", there is no configuration tab.
