If you interpret it as "If you want to distribute the app as a corporate entity", you should register it as an organization.

Apple requests DUNSNumber in the first place to prevent imaginary companies from registering.I don't think it's possible to register a personal developer name as a company name, but I think I can clearly say that I shouldn't.
