Understanding MFA Usage Limitations in Azure

I am using Office 365 in my company and I am thinking of enabling MFA settings in Azure.
We would like to disable (skip) MFA when connecting within the company and enable MFA when connecting at home.
Looking at the documentation, it seems that we can't set it up without a federated environment, but is it possible to use only the cloud without a federated environment?

Customization such as enabling or skipping MFA depending on the conditions would not have been possible without using ADFS MFA.
(The MFA offered in Office 365 is unlikely to be that customizable.)
