Xcode 7.3.1 on macOS Sierra causes new project screen to collapse

I would like to create a project with Xcode 7.3.1, but the characters are misaligned and overlapped, so it looks like the image below.
I reinstalled Xcode, but it didn't improve.
Does anyone know how to improve it?

I checked the same defect as the attached image for macOS Sierra 10.12.1 and Xcode 7.3.1.
The problem does not occur with macOS Sierra 10.12.1 and Xcode 8.1.
I have never had a problem with macOS El Capitan 10.11.x and Xcode 7.3.1.
Also, after working with Xcode for a few minutes, the characters only appear to be misaligned on the new project creation screen, but it didn't look like there was any other problem.

If the Xcode 7.3.1 version is assumed, then I think it would be either returning the macOS version to El Capitan or installing and using Xcode 7.3.1 on a Mac running on another El Capitan.
