IP Address and Phone Number

Is it possible to use a phone number to transfer SSH or FTP to a phone file system in the same way that an IP address can be used to transfer SSH or FTP to a desktop or laptop file system?

I'm not sure about the phone file system, but it's technically possible to communicate files over a phone line, and in the past (and now?) it's actually dial-up communication.

This is what the OSI reference model calls the first layer.It is equivalent to the second layer and has IP and TCP/UDP on it, so SSH, FTP, SFTP, and so on are available.

Because telephone lines and the Internet have different network configurations and different modes of operation, "the same method" is generally not feasible.

The sender uploads the file to the Google drive and uses the mobile phone number to indicate where the file was uploaded via SMS.
At the receiving side (mobile phone), an application for reading an SMS message and downloading a file from a Google drive is operated (or the owner of the mobile phone reads the SMS and operates the file transfer application).
I think it is possible to transfer files if you create a device like this.

You can use FTP and SFTP protocols to interact with Google drives.
