AWS cannot release Elastic IP.

EIP was assigned to an EC2 instance, but
When you press Actions - > Unassociate Addresses to release it,

You do not have permission to access the specified resource.

The error appears and cannot be released.
I did the same thing while starting and after deleting the EC2 instance, but it's the same.

If anyone knows, please let me know

Is the operation done using the root user?
If not, try again by attaching AmazonEC2 FullAccess policy to your IAM.
