Is it possible to build a DHCP server on a regular Windows 10 or Windows 11 other than Windows Server?
I think I can do it if I introduce a software called Open DHCP Server, but am I correct in understanding that there is no software that is the same standard as Windows Server?

It is not a standard feature, but it can be achieved using third-party applications. However, regardless of the private environment, you need to pay attention to licensing when using it for business purposes.
I have previously contacted Microsoft (Windows 2000 era) and received a response saying that concurrent connection licenses are not applicable if server functionality is provided using non-Windows standard features. However, as these terms and conditions are frequently revised, it is best to contact Microsoft for an accurate interpretation of the license at this time.

Microsoft's stance is to use the Windows Server Series for server applications, so there is currently no Microsoft DHCP server software for client OSes.
