"Not authorized to use this endpoint." Error when accessing api.twitter.com

We are developing Twitter-linked apps.
Currently, we cannot develop Twitter-linked applications without application from dev.twitter.com and approval. Previously, I was able to create apps freely from app.twitter.com and developed them with the apps I made at that time, so I understood that there was no need to apply.

I get an error while testing OAuth collaboration, so when I use OAuth testing and visit the app.twitter.com app site (https://apps.twitter.com/app/XXXXXX/show), I get the error "Not authorized to use this endpoint."
I couldn't set up the app at all.
If you visit app.twitter.com, your app is empty.

Is the application created on app.twitter.com no longer available?

Starting around the summer of 2018, I have to apply for a new developer account.

Starting today, anyone wishing to access the Twitter API will be asked to register their developer account through the new developer portal at developer.twitter.com.Once your registration is approved, you will be able to develop new apps and manage existing apps on developer.twitter.com.Existing apps can still be managed on apps.twitter.com.

Once you apply for this application, you will be able to manage previously created apps and create new ones.I have already applied, and https://apps.twitter.com is displayed as before.
